From the earliest days of white settlement in Western Australia there was a need for more population; however, as the population increased so too grew the need for agricultural production in the way of dairy produce. The development of the Peel Estate as part of the dairying industry is looked at from various perspectives: the vewpoint of the government, the perspective of the adult settlers, and from the focus of the children, some of whom worked as long and hard as any adult, and who as children were powerless in their situations of cruelty and exploitation. From the beginning of Soldier and Group settlement in Western Australia, differences arose between teh settlers who toiled and the people in power who had a vision for progress.
