Summer, 1914. At a private meeting on Woodrow Wilson's presidential yacht, the President addresses the newly launched regional Federal Reserve banks, when the yacht comes under attack from a bi-wing airplane. It's up to Isaac Bell to shoot down the plane with a machine gun, saving everyone aboard. But the attack is only the first of his problems. While responding to a curious murder scene, Bell learns of a heist planned for the new federal currency printing and engraving building in D.C. Bell must track the thieves and the counterfeit currency before the new Federal Reserve system - and America's economy - is destroyed.
